AI Briefing, July 17: Models, Governance and Embodied Intelligence

This is a text edition. Images, polls and embedded content from the original are not yet included; see the original source below.

The takeaway first: today is not another parameter leaderboard update. Three tracks are accelerating at once—open-source flagships colliding, the global AI governance stage, and embodied intelligence moving from exhibition booths to foundation models.

Embodied + real-time

Models are opening up, governance is meeting, and bodies are standing up. Connect the scattered news of July 16–17 and AI competition starts to form a triangle.

01

MODEL

Kimi K3 reaches the front ranks

Official launch + foreign press follow-up

Moonshot AI released its flagship Kimi K3: 2.8 trillion parameters, a one-million-token context window, focused on long-horizon coding, end-to-end knowledge work, and deep reasoning.

Chart: parameters / context / WebDev score / pricing

· Technology: Kimi Delta Attention + attention residuals, native vision · API: kimi-k3, tool calls / structured output / context caching · Pricing: per million input tokens, 2 yuan with cache hit / 20 yuan without; 100 yuan for output · Arena WebDev: 1679, above Claude Fable 5 at 1631

Open source is no longer just a catch-up strategy; it is becoming a weapon of price and ecosystem.

02

GOVERN

WAIC: governance takes center stage

Official releases · mainstream media

The 2026 World Artificial Intelligence Conference opened in Shanghai. Its main theme is not another product exhibition but global AI governance. Foreign-media headlines repeatedly suggest that AI should not be a one-country show, that China is willing to partner with the developing world on AI, and that risks and overexpansion of security should be watched.

Chart: stage / main theme / policy tools / industry meaning

Alongside it came an AI cooperation and development action plan from the National Development and Reform Commission, the conference chair’s statement, and several discussions of coordinated governance of frontier safety risks.

Industry implication: rulemaking is formally entering the agenda between states; for companies, the keywords will increasingly be cross-border capability, safety standards, and entry into developing markets.

REALTIME

Wan-Streamer: video calls at 550 ms

Alibaba Tongyi · official introduction

Alibaba Tongyi released Wan-Streamer v0.2: end-to-end multimodal understanding and generation that places hearing, seeing, speaking, and performing in one Transformer. End-to-end response is about 550 ms (about 200 ms for the model plus 350 ms for the network), at 640×368 and 25 FPS.

After agents, the next battle for the interface may be in real-time calls and video interaction.

BODY

Three major embodied-AI developments on one day

2028 prediction · Xiaomi foundation model · Thor expansion

Chart: Streamer latency metrics + three embodied-AI developments

A Wang He of Galbot: an embodied “ChatGPT moment” may arrive before the end of 2028; target success rate of 70–80% on tasks without task-specific training. (Industry assessment)

B Xiaomi Robotics-1: pretrained on over 100,000 hours of real trajectories; plans to fully open-source code and weights soon.

C NVIDIA Jetson Thor expands with T3000 / T2000, tiering edge-robot computing power; expected in Q1 2027.

Evidence boundary: 2028 is an industry assessment, not a promise; the final official release governs Xiaomi’s open-source timetable.

05

CONTRAST

Contrast: delay vs. open source

Gemini 3.5 Pro · Grok Build

Gemini 3.5 Pro delayed (Bloomberg / 9to5Google): internal performance, especially coding, missed targets; Flash launched first. By contrast, xAI open-sourced Grok Build, a terminal coding agent including runtime, tool calls, and TUI.

One side slows a flagship for quality; the other pushes the agent workflow further down the stack. Their tempos differ, but both address the same question: who can more reliably help people finish work?

06

TAKE

My view

Not news, but judgment

The center of AI competition is expanding from isolated model intelligence into a triangle—

Model layer: who reaches the front ranks more openly and cheaply Rules layer: who organizes governance and cooperation networks Body layer: who puts intelligence into calls, robots, and edge devices

The three most practical layers for ordinary people:

01 Long context + tool calling will continue to be worth more than merely being able to chat.

02 The experience of products in the Chinese market will increasingly be tied to domestic models and compliance frameworks.

03 Robots and real-time interaction still have a way to go, but industry timelines now have milestone years rather than just concepts.

An actionable checklist for today

☐ Try kimi-k3 for long-context coding and tool calling, not only leaderboard scores ☐ Add “real-time full-duplex audio and video” to your interaction options for the second half of the year ☐ Track open-source flagships, governance documents, and the pace of embodied-AI open source together
